Flood City captures a town at three pivotal moments in its history-a massive industrial disaster in the Victorian Era, an economic downturn in the 1990s, and during an abortive attempt at economic renewal today-all the while asking who has a right to a place, who is considered the "other," and what needs fall by the wayside when survival is in doubt?
